Disparate Sentencing?!?!?!?

Can someone PLEASE explain this to me?

Is life worth less when you are on a bicycle?

Last August David Bendt was driving DUI in his pickup and "blacked out" with the resultant crash killing Kevin Rogers whom was riding his bike on the opposite side of the road on the shoulder, in the city limits.

Earlier this month the Argus reported that his lawyer plea bargained the vehicular homicide and 2 counts of DUI down to DUI first offense, and will serve "less than a year" in jail.

Today the Argus reports that Tammy Kvasnicka was just sentenced to 70 years (with 10 years suspended) for killing Michael Xayavong and severely injuring Tony Chounramany while she was driving DUI on the interstate.
Why the 69 year difference in sentences?
